Every March, a remarkable group of American citizens, each with a deep and abiding interest in our national space enterprise, gathers in Washington, DC. 

Our task?

To participate in the ProSpace March Storm and present to our elected leaders the Citizen's Space Agenda, a document that each year lays out a clear and concise blueprint for opening the space frontier to the possibilities that await us there.

Why do all of these people travel to our nation's capitol on their own time and at their own expense? Because they've learned what the professional lobbyists know: the only effective way to be heard in Washington is to make your case in person.

Professional lobbyists have known that since our Republic was formed. But most space lobbyists are mainly interested in promoting the interests of their particular company or group.

Few voices were speaking to the larger issues that face us in our approach to space today. So we decided to do something about that, and March Storm was born.

At a previous year's March Storm, ProSpace heavily promoted the Commercial Space Launch Amendments Act. That bill was passed by the Congress in December 2004. ProSpace and March Storm were an important factor in getting that legislation passed!

March Storm 2011 will take place in Washington, DC on March 13-15, 2011.  On those dates ProSpace members will take their Citizens’ Space Agenda to Capitol Hill and brief members of the House and Senate on their plan to create new high paying jobs through innovation in the commercial space sector.

The major initiative to be unveiled will be legislation to craft significant incentives to spur the creation of whole new uses for commercial space.  Titled “The Zero-Gravity, Zero-Tax Act of 2011” this approach will overcome one of the major obstacles to attracting investment in new ventures.  By creating a tax holiday on the profits of new commercial space business enterprises, this bill will be a magnet for new capital, which will in turn create thousands of new high-paying jobs here in the United States.  ProSpace members will also voice strong support for utilizing commercial space companies to transfer crew and cargo to the International Space Station.  The members of ProSpace invite you to join us for what may be the most important March Storm ever!

The March Storm Experience

March Storm begins on Sunday when all must attend a day-long training session. Veteran members of ProSpace will brief you on the current year's Agenda as well as train participants to give an effective briefing. At the end of the training, the participants are split into teams of 2-4 people. Each morning from Monday to Wednesday, all teams gather on Capitol Hill in the Rayburn House Office Building. Each team conducts 6-8 staff briefings a day, presenting the Citizen's Space Agenda and collecting vital feedback from the staffers. Each evening, all participants gather for dinner and to share their experiences.

Attending March Storm is an intense, rewarding, but most importantly, a fun experience. Some of our veterans have returned nearly every year since our first March Storm in 1995.

Just as important, the Congressional staff that we brief greatly appreciates our efforts. It is a refreshing change of pace for them to meet with volunteers who are genuinely excited about what they are presenting.
